The Address of His Highness the Prime Minister at the first meeting with the Cabinet

In the holy name of Allah, Most Gracious, the Most Merciful
"O you, who have believed, fear Allah. And let every soul look to what it has put forth for tomorrow- and fear Allah. Indeed, Allah is acquainted with what you do."

Dear members,
I am honoured to comply with the noble decree of His Highness the Amir, in assuming the post of Prime Minister, and I convey my profound appreciation to him for granting me his trust. I am also pleased to express my gratitude and appreciation for your acceptance to participate in shouldering these great responsibilities, as we cooperate and work in solidarity to handle this new and significant stage in the history of Kuwait, and seek to achieve our hopes and aspirations.

Today we begin a new chapter in the history of the country with rights and obligations ahead of us. We are all aware of the sensitivity of this phase and the implicated developments that require further coherence and a steady step. 

 Dear members, we are approaching, a bright future under the guidance of His Highness the Amir and His Highness the Crown Prince, as well as positive cooperation with the venerable National Assembly, and building on the constructive efforts of the previous government ; I thank its members for their efforts and perseverance in attaining the accomplishments. We look forward to gaining the support of the people of Kuwait, which will enhance genuine patriotism, while adhering to the laws of Islam and our firm national resolve.

Dear colleagues,

Our responsibilities are growing; therefore, it is imperative that the rule of law and institutions prevails, offering support to the judiciary, establishing the standing of the law by its strict implementation on all without exception, striving to maintain the safety and security of Kuwait and preserving its freedom and democracy, as well as developing it into an advanced centre for a free economy, and  investments in development; which is open to the private sector with a contemporary vision. 

The State of Kuwait is part of this world; we enjoy strong relations with members of the Gulf Cooperation Council, the Arab League, the Organization of Islamic Conference and the United Nations. Kuwait also constructively cooperates with all regional, Arab and international organizations. It is among the first countries to honour its international commitments, cooperating with various countries to achieve peace and security according to the principles of justice and equality, while preserving the national rights of each country. Together, we will strive to continue on this path, observing all international conventions and agreements.

Perhaps you will agree with me, that we are in need of liberating ourselves from the stereotype performance, and that we are in actual need of a qualitative leap in conduct and production, based on modernization and innovation. This calls for initiating a review of laws and legislations in a manner that satisfies the anticipated goals.

Since a minister bears the larger part of the responsibility of the administrative work owing to his position, heads, supervisors and even those in the most modest jobs in the government apparatus share in the responsibility, which requires us all, and on all levels, to seriously commit to the duties of the public service and its demands, implementing decentralization, along with reward and punishment in order to improve the performance of state services, as well as effectuate citizens' interests. We are also required to develop information mechanisms and enhance the role of the press as a free platform which is keen to carry out its task in the best possible way.

You will also agree that among our priorities, is to enhance the positive values in youths; develop them to become career conscience, establish the culture of tolerance, dialogue and moderation, eliminate violence and religious and ideological fanaticism, and pursue a moderate path towards opening up to others, so that the people of Kuwait remain united in their ideal values and carry forward the mission of our predecessors to the next generations faithfully and responsibly.

You are mindful, esteemed members, that Kuwait is part of this world we inhibit, thus, it shall adhere to its fixed principles in conducting its foreign policy within the Gulf, Arab, Islamic and international frameworks; mainly the full commitment to international legitimacy and Security Council resolutions. Kuwait will remain as it has always been a bridge for peace and harmony.

I pray to Almighty Allah to grant us success in the tasks ahead, to assist us in exerting our utmost efforts in keeping to the oath and trust placed in us, as well as to commit to the national responsibilities as a means of achieving the objectives that maintain the interests of the country and the aspirations of its people, at present and in future, under the leadership of His Highness the Amir and His Highness the Crown Prince.
